Protection Delayed is Protection Denied: Factsheet on Title 42 Expulsions, Haitian Asylum Seekers in Tijuana, and the U.S. Government’s Ongoing Evasion of Duty

Haitian Bridge Alliance (HBA), Center for Gender & Refugee Studies (CGRS), and Hastings to Haiti Partnership (HHP) highlighting the devastating impacts of Title 42 on Haitians in Tijuana, Mexico. The factsheet sets forth the dangers Haitians face if returned to Haiti based on interviews with 123 Haitian men and women at shelters throughout Tijuana in March 2022 in collaboration with the Catholic Law School of Jérémie, Haiti (ESCDROJ). The harrowing stories recounted belie any assertion that Haitians are solely “economic migrants” and not asylum seekers entitled to protections.
